The best Google Ads agency in India is one that passes four checks. It sets up the ad account in your name, and its Google Partner badge can be confirmed in Google’s directory. It bills its fee separately from your ad spend, and it has run accounts like yours at your budget. This guide shows how to run each check, what agencies cost, and a verified 2026 shortlist.
At Hustle Marketers we run these checks on every account we take over. Problems with ownership, tracking and billing are far cheaper to catch before you sign than after six months of spend.
A note on the shortlist: the first three entries are our own brands, so this list is not independent. Every fact about the other agencies was checked on their own website or Clutch profile in September 2026.
Key takeaways
- You should own the Google Ads account. Google’s third-party policy requires a separate account for each advertiser, and you should keep Admin access.
- Click the Partner badge. It should open the agency’s listing in Google’s Partners directory, and Premier Partner is limited to the top 3% of participating companies in a country each year.
- Pay Google directly and get the agency fee on its own GST invoice. Google requires agencies to report the exact Google cost, excluding their fees.
- Published INR management fees on ranking pages run from ₹8,000 to ₹80,000 a month, so compare scope, not the headline price.
- A local agency helps with GST invoices, rupee billing, IST hours and Indian search behaviour. It matters less if you mainly advertise abroad.
- The most common red flags are agency-owned accounts, combined invoices, guaranteed positions and reports that count leads without checking their quality.
- Our shortlist covers 11 options, from founder-led specialists to large Premier Partner agencies in Delhi, Bengaluru, Mumbai, Chennai, Indore, Ahmedabad and Mohali.
How do I find the best Google Ads agency in India?

Find the best Google Ads agency in India by shortlisting three to five agencies that fit your budget and industry. Then test each one on account ownership, Partner status, fee transparency, tracking skill and who will do the work. Here is the order we suggest.
- Write down your numbers first. Note your monthly ad budget, target cost per lead or ROAS, and the places you want to reach. Our Google Ads budget calculator helps if you are starting from zero.
- Build a long list from three places. Use Google’s Partners directory, the Clutch listing of Google Ads agencies in India, and referrals from businesses in your industry.
- Cut anyone who will not put the account in your name. This one test removes the biggest long-term risk.
- Click every Partner badge. A real badge links to the agency’s listing on Google’s directory. A static image proves nothing.
- Ask for proof that matches your size. A case study for a national bank does not tell you much if you spend ₹50,000 a month on local leads.
- Get a written proposal. It should show the fee, scope, notice period and whether GST is included or extra.
- Meet the person who will run your account. Ask how many other accounts they manage and how often they will speak to you.
If you want a weighted version of these checks, our 12-point Google Ads agency scorecard gives each factor a score. The sections below cover the checks that are specific to hiring in India.
How do I check if an agency is really a Google Partner?
Click the badge on the agency’s website: it should open that agency’s listing in the Google Partners directory. Google’s advertiser guide to working with third parties gives the same advice.
It also helps to know what the badge measures. As of September 2026, Google’s Partner requirements have three parts. The agency needs a 70% optimisation score across its manager account and USD 10,000 of spend across managed accounts over 90 days. At least half of its account strategists must be certified, and Google checks all of this daily.
Premier Partner goes to the top 3% of participating companies in each country, decided once a year. It rewards client growth, retention and total spend across the agency’s whole client list. That makes it a sign of scale, not proof the agency is right for your industry or budget.
Who should own the Google Ads account, you or the agency?
You should own it. Google’s third-party policy requires “a separate account for each end-advertiser”, and its advertiser guide says the agency must set up a separate account for you.
In practice, the account should be created with your business email and your payments profile. The agency then sends a request from its manager account, and you accept it, as Google’s manager account linking guide describes.
Keep Admin access for yourself. Google’s access levels page shows that only Admin users can grant access, accept manager links and unlink a manager account. If you leave, you unlink the agency and keep years of data. Questions like “My Agency isn’t giving me access to my Google adwords account” keep appearing in the Google Ads Community for this reason.
What should a Google Ads agency invoice look like in India?
You should get two separate bills: Google’s invoice for ad spend, and the agency’s tax invoice for its fee only. Google’s transparency requirements for third parties say agencies must report the exact amount Google charged, excluding their own fees. They must also disclose the management fee in writing before your first purchase and on every invoice.
Here is what each bill should show, based on Google’s India tax page and a GST guide to digital marketing services updated in August 2026. Confirm your own position with your CA.
| Bill | Issued by | Tax shown (as of September 2026) | What to check |
|---|---|---|---|
| Google Ads spend | Google India Private Limited (GIPL) for accounts it serves | 18% IGST, or 9% CGST plus 9% SGST if your bill-to address is in Haryana. 0% for SEZ advertisers. | Your business name and GSTIN (mandatory for business accounts). Amounts match the billing documents inside Google Ads. |
| TDS on Google payments | You deduct it | 2% of the amount excluding GST, per Google’s India tax page | TDS certificates go to Google every quarter. |
| Indian agency fee | The agency | 18% GST if the agency is registered. Campaign management usually falls under SAC 998361. | Fee on its own line, separate from ad spend, and matching the written proposal. You can claim input tax credit. |
| Overseas agency fee | A foreign agency, with no Indian GST | Treated as an import of services. You pay 18% GST under reverse charge in GSTR-3B, in cash. | Budget for the cash outflow. Input tax credit is claimed in the same period. |
If an agency sends one combined bill for “Google Ads services” with no Google invoice behind it, you cannot see what Google charged. That is the setup where hidden markups live.
What are the benefits of hiring a local Google Ads agency in India?
The main benefits of hiring a local Google Ads agency in India are rupee GST invoices, IST working hours, a feel for Indian search behaviour and an Indian contract. Each one saves time or money in a specific way.
- Cleaner GST. A registered Indian agency charges GST on its fee and you claim the input tax credit. An overseas agency’s invoice puts the reverse charge on you, paid in cash.
- Rupee billing. Fees in INR avoid currency conversion and let you budget without exchange rate swings.
- Same working hours. Disapproved ads, broken tracking and budget changes during a Diwali or end-of-season sale get fixed the same day.
- Indian search behaviour. Search terms reports in Indian accounts often show Hinglish and transliterated queries. A local team knows when a Hindi or regional language ad will beat an English one.
- In-person reviews. If the agency is in your city, a quarterly planning meeting at your office is easy to arrange.
- Easier recourse. A contract with an Indian company is simpler to enforce if a dispute comes up.
When does a local agency not matter?
Location matters less when you mainly advertise outside India, or when you need a specialism that no agency in your city has. Shopping feeds, B2B lead generation and Microsoft Ads are common examples. A remote agency with clear ownership, fixed call times and good reporting usually beats a nearby one without them.
Should you hire a local agency, a remote Indian agency, a freelancer or an overseas agency?
Choose based on your budget, how many channels you run, and whether you have someone in-house to manage the relationship. This decision table is the one we use when businesses ask us which route fits.
| Option | Best when | Main risk | Check before you sign |
|---|---|---|---|
| Local agency in your city | Your market is mostly India and you value in-person reviews | Picking on distance instead of skill | Case studies at your budget and in your industry |
| Indian agency in another city | You want the best fit for your industry, not the nearest office | Slow replies if there is no fixed call rhythm | A named account lead and a set weekly or fortnightly call |
| Founder-led specialist or consultant | You have an in-house marketer or want a second opinion | Limited capacity for heavy creative work or many channels | Hours covered and response times in writing |
| Freelancer | Small budget, one campaign type, simple lead generation | One person is a single point of failure | Account in your name and written handover notes |
| Overseas agency | You mainly advertise in the US, UK or UAE and the budget allows | Higher fees and reverse charge GST | Whether the team has run accounts that target India |
| In-house hire | Large, steady spend across many campaigns | Salary, training and one person’s blind spots | A plan for outside audits once or twice a year |
What do PPC services in India include?
PPC services in India usually include an account audit or setup, conversion tracking, keyword and search term management, ads, bidding and budget control, and monthly reporting. Shopping feeds, landing pages and other ad platforms are often priced as extras, so check the scope line by line.
| Service | What a good agency does | Usually included? | Question to ask |
|---|---|---|---|
| Audit or setup | Reviews structure, settings, tracking and wasted spend before changing anything | Yes. A setup fee is sometimes separate. | What will you fix in week one? |
| Conversion tracking | Sets up the Google tag, GA4, enhanced conversions, call tracking and offline conversion import from your CRM | Basic tracking yes. CRM import is often extra. | How will you tell a real lead from a junk form fill? |
| Keywords and search terms | Builds keyword themes, reviews search terms and adds negatives every week | Yes | How often do you review search terms? |
| Ads and assets | Writes ads and assets, including Hindi or regional language versions where they fit | Text yes. Video and design often extra. | Who writes ads in Indian languages? |
| Bidding and budgets | Chooses bid strategies, sets targets and moves budget between campaigns | Yes | When would you tell us to spend less? |
| Shopping and Performance Max | Runs Merchant Center, fixes feed errors, builds product groups and asset groups | Often extra for large catalogues | Who fixes feed disapprovals? |
| Landing pages | Recommends changes, and sometimes builds and tests pages | Advice yes. Build and testing often extra. | Do you test pages or only suggest changes? |
| Reporting | Monthly report tied to leads, sales and cost per result, plus a review call | Yes | Will the report use Google’s billed cost? |
| Other platforms | Microsoft Ads, Meta Ads and YouTube | Usually priced separately | What does each extra platform cost? |
Tracking is the line to push hardest on. If the agency counts page views or button clicks as conversions, every other number in the report is wrong. Our guide to Google Ads conversion tracking shows what a clean setup looks like. For which industries get the most from paid search, see PPC services in India by industry.
How much does a Google Ads agency cost in India?
Google Ads management in India is priced in three ways: a percentage of ad spend, a flat monthly retainer in rupees, or a flat fee in US dollars. Most ranking guides quote 10 to 20% for the percentage model, and ad spend is always on top.
Published rupee figures do not agree with each other, which is why we do not trust any single range. These are the fee ranges stated on pages we opened in September 2026.
| Source | Published management fee | What it refers to |
|---|---|---|
| TechEasify guide | ₹8,000 to ₹10,000 a month | What it says most SMEs pay in management fees, ad spend separate |
| AGrowth guide | ₹10,000 to ₹50,000 a month | General market range in its FAQ |
| WebGuruz guide | ₹15,000 to ₹80,000 a month | Management fee, separate from ad spend |
| Our India cost guide | ₹15,000 to ₹40,000+ flat, or 10% to 20% of spend, plus ₹10,000 to ₹30,000 setup | Market ranges, not our own price |
| Clutch India listing | Hourly rates from under $25 to $150 to $199, minimum projects from $1,000 to $25,000+ | Directory data for agencies listed under India |
A ₹10,000 retainer and an ₹80,000 retainer are rarely buying the same work. The cheaper one often covers setup and a monthly report. The dearer one may include tracking fixes, landing page tests and weekly search term work. Compare the scope table above, not the price.
For CPCs, budgets by business type and a 90-day plan, read our full guide to Google Ads cost in India. We keep this section short so the two pages do not repeat each other.
Is a percentage of ad spend or a flat fee better?
A flat fee is usually fairer for small and mid-sized accounts, because the agency earns the same whether you spend more or less. A percentage of spend rewards the agency for raising your budget, even when a bigger budget is not profitable. Pure pay-per-lead deals tend to attract cheap, low-quality leads. Our PPC management pricing guide compares all four models.
Best Google Ads agencies in India: the 2026 shortlist
We built this list from the Clutch India Google Ads listing, the agencies that appear most often in ranking guides, and agencies with a clear paid search offer. We then checked each one on its own website and, where available, its Clutch profile. Ratings, review counts and rates are as seen in September 2026 and will change.
We dropped agencies we could not verify, including one whose domain now points to a “for sale” page. Partner badges are listed as shown on each agency’s website, so confirm them in Google’s directory.

You always own your ad accounts and the agency is linked as a manager. Named work includes ArmorPoxy, which reached 12.84x ROAS on $123,000 of ad spend.

What red flags should you watch for when hiring a Google Ads agency in India?
The biggest red flags are an account you cannot log in to, a combined invoice for ads and fees, promised top positions, and reports that ignore lead quality. Google’s own advertiser guide lists several of these as warning signs. Most take five minutes to check.
| Red flag | What you see | Five-minute check | Ask for |
|---|---|---|---|
| Agency-owned account | You have no login, or only read access | In Google Ads, open Admin, then Access and security. Is your own email listed as Admin? | Admin access for your email, or a new account in your name |
| Agency payments profile | Google’s invoices carry the agency’s name and GSTIN | Check the business name on the payments profile in Billing | A payments profile in your business name |
| Combined invoice | One “Google Ads” amount with no Google invoice | Compare it with Google’s billing documents for the same month | Google’s invoice plus a separate fee invoice |
| Guaranteed top position | “Position one in 30 days, guaranteed” | Google lists guaranteed placement as a warning sign | Walk away |
| Lead volume up, sales flat | Forms with fake names, wrong numbers, spam emails | Segment by network and check Search partners, Display and Performance Max placements | Lead quality tracking and offline conversion import |
| Vanity reporting | Reports show impressions, clicks and CTR only | Look for cost per qualified lead or ROAS in the report | A report tied to your CRM or sales data |
| Nothing changes | Same ads and keywords for months | Open the Change history report for the last 30 days | A written log of what changed and why |
| Lock-in with no exit | 12-month contract with a penalty for leaving | Read the termination clause | Month to month, or a short notice period after onboarding |
| “Ads will boost your SEO” | Sales pitch linking paid ads to organic rankings | Google lists this claim as a warning sign | Separate SEO and PPC promises |
If an agency breaks Google’s third-party rules, you can use Google’s third-party complaint form. Try the direct conversation first, but know the route exists.
Why are my Google Ads leads fake or junk?
Fake or junk leads usually come from traffic outside Google Search, such as Search partners, Display expansion or Performance Max placements. The problem gets worse when bidding is set to maximise raw form submissions. A good agency moves the conversion goal to qualified leads and feeds CRM outcomes back to Google.
Our step-by-step guide to stopping Google Ads spam leads shows how to find the source and clean up the data that trained your bidding.
Should I trust a Google rep’s advice over my agency’s?
Treat a call from a Google Ads rep as useful input, not an audit of your agency. Search marketer Rudra Kasturi wrote in August 2026 that these calls often push broader match types, higher Target CPA ceilings and Performance Max, which tend to raise spend. Ask your agency to answer each suggestion in writing before you change anything.
What questions should you ask a Google Ads agency before signing?
Ask questions that show who owns what, who does the work and how success is measured. The answer matters less than how specific it is. Vague answers on these eight usually mean vague work later.
| Question | Good answer | Weak answer |
|---|---|---|
| Whose name is on the account and payments profile? | Yours. We link through our manager account. | “We run it from our account for better results.” |
| How will we see what Google charged? | You get Google’s invoices directly. Our fee is billed separately. | One combined monthly invoice |
| Who works on our account day to day? | A named person, and how many accounts they handle | “Our team of experts” |
| What will you do in the first 30 days? | Tracking audit, search term clean-up and a written test plan | “Set up campaigns and optimise” |
| How do you measure lead quality? | CRM feedback, offline conversions and a qualified lead goal | Lead count and click-through rate |
| What would make you tell us to spend less? | Poor lead quality, a weak landing page or broken tracking | “More budget always helps” |
| What is the notice period? | Month to month, or 30 days after onboarding | 6 to 12 months with an exit penalty |
| Can you show a client like us? | A case study or reference in your industry and budget band | Only big-brand logos |
Hiring an Indian Google Ads agency from outside India: what changes?
If you are based outside India, the ownership, invoice and reporting checks above still apply, with three additions. First, agree on a fixed overlap window for calls, since IST sits well ahead of the US and UK. Second, expect pricing in US dollars, and ask what is included at each tier.
Third, ask whether the agency has run accounts in your country. Search behaviour, CPCs and ad policies differ by market. Under Indian GST rules, services exported to overseas clients can be zero-rated when conditions are met, so a registered agency often invoices you without GST.
For US and UK agencies that want white label or offshore PPC capacity, see our list of PPC outsourcing companies in India. For full-service marketing across SEO, social and paid, see the top digital marketing agencies in India for US businesses.
What should a new Google Ads agency hand you in the first 30 days?
A new agency should hand you confirmed access, a tracking audit, a cleaned search term list, a written test plan and a first report tied to real results. This is the handover checklist Hustle Marketers works to, and it is a fair standard to hold any agency to.
- Days 1 to 3, access and billing: your own email has Admin access and the agency is linked as a manager. The payments profile carries your business name and GSTIN.
- Week 1, tracking audit: a list of every conversion action, which ones are primary, any duplicates, and whether calls and offline sales are tracked.
- Week 2, waste clean-up: negatives added from the search terms report, Search partners and Display expansion reviewed, and location options set to people in your target area.
- Week 3, test plan: a written plan for the next 60 to 90 days covering structure, budget split, bid strategy and what each test is meant to prove.
- Day 30, first report: spend taken from Google’s billing, conversions by type, cost per qualified lead or ROAS, and a log of what changed.
You can run most of these checks yourself with our free Google Ads audit checklist tool. If an agency cannot deliver this list in its first month, you have learned something useful early.
Frequently asked questions
Is a Google Premier Partner better than a regular Google Partner?
Not always for your account. Premier status goes to the top 3% of participating companies in a country each year. Google bases it on client growth, retention and total spend across the agency’s whole client list. A smaller Partner agency with deep experience in your industry can be the better fit.
Can a Google Ads agency guarantee the top position?
No. Ad position is set in each auction by your bid, ad quality and competition, which change constantly. Google’s own advertiser guide lists guaranteed placement as a warning sign when choosing a third party.
Should I pay Google directly or through the agency?
Pay Google directly from a payments profile in your business name. You get Google’s GST invoice for input tax credit, and you can see exactly what Google charged. The agency then bills only its fee.
Can I switch Google Ads agencies without losing my data?
Yes, if the account is in your name. You unlink the old agency’s manager account, accept the new agency’s link request, and all campaigns, history and conversion data stay in place. If the old agency owns the account, ask it to transfer ownership before you give notice.
Is a Clutch rating enough to choose a Google Ads agency?
No. Clutch reviews are useful for communication and project management, but many reviews cover SEO or web work, not Google Ads. Check the service mix on the profile and ask for a reference from a paid search client.
How long should I give a new Google Ads agency?
Judge the first month on process, not results: access, tracking fixes and a written plan. Judge performance after the agency has had enough conversions and time to test, which depends on your budget and sales cycle. Month-to-month terms protect you if the process never arrives.
What is the minimum ad budget to hire a Google Ads agency in India?
There is no fixed minimum, but the budget must be large enough for the management fee to make sense. If the fee is a big share of your total spend, a freelancer or a part-time consultant may be a better start. Our India cost guide sets out starting budgets by business type.
Want a second opinion on your Google Ads agency?
If you are choosing between agencies, or unsure whether your current one is doing the work, we can review the account with you. Hustle Marketers offers a free Google Ads audit worth $500, where we look for wasted spend, tracking gaps and ownership issues. Request your free Google Ads audit.
If you would rather hand the account over, see how our Google Ads management service works. It runs on a flat monthly fee, month to month, with the account always in your name.
